Highlights of 2022 Hubei's government work report (Ⅰ)
The seventh session of the 13th Hubei Provincial People's Congress opened in Wuhan, capital city of Hubei Province, on January 20, 2022. Wang Zhonglin, governor of Hubei Province, delivered the report on the work of the provincial government at the conference. This article reviews the province's work in 2021 by the numbers.
5 trillion yuan
Hubei overfulfilled the main targets set at the beginning of the year and achieved decisive results in post-epidemic recovery:
- The gross domestic product (GDP) surpassed 5 trillion yuan (about 787.6 billion U.S. dollars) for the first time, a 12.9-percent increase from the previous year;
- The added value of industries above designated size increased by 14.8%, 4.8 percentage points higher than expected target.
- The fixed-asset investment increased by 20.4%, 10.4 percentage points higher than expected target.
- The total retail sales of consumer goods increased by 19.9%, 4.9 percentage points higher than expected target.
- The local general public budget revenue increased by 30.7%, 10.7 percentage points higher than expected target.
1,770+500+500 billion yuan
- The GDP of Wuhan City Circle exceeded 3 trillion.
- Wuhan's GDP stood at 1.77 trillion yuan, while Xiangyang and Yichang's GDP both exceeded 500 billion yuan .
- 7 cities and counties were listed among China’s top 100 cities and counties while 22 cities and counties were listed among the top 100 cities and counties in central China.

- Hubei moved faster to cultivate an industrial cluster characterized by 5 pillar industries valued above one trillion yuan, 10 competitive industries valued above 500 billion yuan, and 20 industries with distinctive features valued above 100 billion yuan. Industries relating to “optical communication, chips, new display screens, smart terminals, and the internet”, automobile manufacturing and service, health, high-end equipment manufacturing and others accelerated to reach the level of 1 trillion yuan.
- Hubei has become China’s largest base for optoelectronic chips, small and medium-sized display panels, as well as an important base for commercial aerospace, new energy vehicles and intelligent connected vehicles.
- The total grain output has remained above 50 billion catties for nine consecutive years.
- The added value of service industry accounted for 52.8% of GDP, an increase of 1.5 percentage points from the previous year.
14,500 high-tech enterprises
- 4,100 high-tech enterprises newly registered, bringing the total amount to 14,500;
- National key laboratories totaled 30;
- Nine Hubei laboratories were put into operation;
- 8 new academicians were added, pushing the total amount in the province to 81;
- Optics Valley Sci-Tech Innovation Corridor, with East Lake Science City as its core area, has taken shape.
1.14 million new market entities
- Hubei spared no effort in building a market-oriented, law-basedand international business environment, seeing 1.14 million new market entities, 1,697 industrial enterprises above designated size and 20 new listed companies;
- Private investment increased by 25%, accounting for 62.1% of the total;
- world’s top 500 companies amounted to 324.
93.7%
- 93.7% of surface water was graded Class I to Class III (good quality) in the national water quality assessment;
- 86.7% of days reached good air quality;
- Water quality of the main stream Yangtze River and Han River in Hubei maintained at Class II, and water quality of the Danjiangkou Reservoir continued to be excellent;
- Trading volume of Hubei’s carbon market topped the forefront of the country, making the province national big data hub of carbon assets.
938,000 new urban jobs
- Hubei added 938,000 new urban jobs, and attracted 391,000 college graduates to stay for work or starting businesses;
- Proportion of people's livelihood expenditure reached 79.2%, a record high;
- 713,000 housing units in old urban residential communities were renovated, 42,000 housing units in rundown urban areas were rebuilt, 11,000 houses were renovated to be more senior-friendly and 10,000 houses were renovated to be barrier-free.
120 million COVID-19 vaccine doses
- Hubei hasadministered 120 million COVID-19 vaccine doses for 87.45% of its total population aged over 3.
- There have been no new confirmed cases of COVID-19 for 5 consecutive months.
